The Necessary Art

"In other words, that it bode ill for society if organized crime had succeeded in infiltrating the NPA (National Police Administration - ed)..."
So writes J.M. Cole about the director general of the National Police Administration having dinner with a member of the "Four Seas" triad. If that allegation is true, and I expect it to be true given some of the things I have witnessed with Taiwanese cops, then it raises the legitimate question of how good people are to protect themselves from both the Heidao and the cops.
